The heart of the Iron Mountains. There, in a place also known in the dwarven tongue as 'the navel', stood the grand council hall of the dwarves. This was the very place where Isaac Upperhills had once been declared a dwarf.
It was said that the grand council hall’s steel frame was replaced little by little each year, to symbolize that it would never collapse. Dwarves began to gather one after another in the grand council hall. The representatives attending this council were composed of the thirty most respected dwarves, regardless of age or gender.
Since the loss of their capital, the dwarves had not crowned a king. Instead, they maintained an oligarchy led by the thirty representatives, reflecting on their past mistakes. After the loss of their capital, the dwarves had walked the path of isolation, waiting only for the day they could reclaim their ancestral lands.
But now, the time had come for everything to change. This was because, in the previous grand council, the dwarf Balkan had revealed the full truth contained within the 'land of Vulcan'.
In his hand that day was the 'imitation key-sword', and it is said that at the end of the meeting, the thirty council members all bowed their heads toward the sword in unison. Through the meeting that day, they were able to set themselves free. The loss of the capital had not been the fault of any dwarf.
